Something I've been messing with

Just wanted some opinions on something I've ben working on... tell me what you think please... and maybe some ideas on how to make a face look right... it's done in Photoshop...

I'm new to actually doing any kind of art work.. the closest I've done is 3D stained glass design.

Here is a little help (maybe).

Your propotions seem to be almost right, the legs are a bit to short though. What I usually do is that I google for a figure that looks somewhat close to what I have sketched and compare them for proportions, especially if the left-right flipping looks bad (just flip the picture, seeing it from another angle really helps spot the strange proportions, then flip back and continue working).
Here is an example. The body should be around 7 heads high. Ive added one example of a full figure to compare the overall proportions, but as this is an image of a guy (one of those dressup dolls you can see at stores actually) it is to maskuline, Ive added some yellow lines to show where it needs to be corrected for a more female form. Still a bit wide over the shoulders though.
The cloak you have drawn is a bit to flat and not really real looking, it should drape more over the shoulders. Ive made an example in green on the guy. Also, it is hard to draw a person straight from the front and still have him look 'real' try angeling the body slightly (like they do when you take a school photo) then it will almost always look better.
Ive made some orange lines on your picture, these are slight modifications I would do to make her look a bit more femenine.
Lastly I've added another picture of a woman (Jennifer Aniston I belive) just to show you a bit how you should/could do with the hair. It should flow down from the top of the head and downwards (depending on hairstyle ofcourse, but I guessed that this was somwhat close to what you were trying to do). It should/could also drape somewhat over her shoulders. Especially if she has a cloak as you tend to collect the hair and pull it all forward when you don it.

Another thing about using brushes in photoshop. While making the basic sketch I find it easier to use a soft edged brush set at a low flow value(about 30-40%) and the draw several strokes. It is a bit easier than to use the smudge tool and the end results are a bit easier to tidy up.
